Small Island Developing States (SIDS) in the Caribbean face unique challenges associated with the generation and use of energy. Most Caribbean island nations depend almost exclusively on imported petroleum for their energy, including both electricity generation and transportation. This high level of dependence leaves these countries vulnerable to the volatility of international oil prices and results in a tremendous drain of capital for imports. Likewise, Caribbean islands are particularly vulnerable to the environmental impacts associated with fossil fuel consumption such as sea level rise and increased strength and frequency of hurricanes.



The Department of Sustainable Development within the Organization of American States received financing from the European Union Energy Initiative (EUEI) in 2008 for the implementation of the Action entitled: Increasing the Sustainability of the Energy Sector in the Caribbean through Improved Governance and Management. The working title for the Project is Caribbean Sustainable Energy Program (CSEP).

Primary Objective: Facilitate the adoption of energy policies and legislation in the seven Project Countries pertaining to address the market conditions for the development and use of renewable energy and energy efficiency systems by mitigating the barriers to their use

Project Countries: Antigua and Barbuda, Dominica, the Bahamas, Grenada, St. Kitts and Nevis, St. Lucia, and St. Vincent and the Grenadines.

Results

During the first two years of this program (Oct 2008 – Oct 2010), the main activities were focused on setting National Energy Policies (NEPs) and/or national Sustainable Energy Plans (SEPs) [depending on the needs of the particular country].

On third year (Nov 2010 - Oct 2011) the program will support activities designed to implement reforms and facilitate the transformation to sustainable energy use. Such activities may include: training, legislative drafting, project identification, energy efficiency program design, etc.

► St. Vincent and the Grenadines - National Energy Policy approved by Ministerial Cabinet (Feb. 2009) and Energy Action Plan adopted by Ministerial Cabinet (April 2010). This action was initiated and coordinated with the Caribbean Renewable Energy Development Programme (CREDP) funded by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ).

► The establishment of the Regional Coordinating Unit (RCU) at the OAS National Office in Saint Lucia (April 2010).

► Saint Lucia - National Energy Policy approved by Ministerial Cabinet (June 2010). This action was initiated and coordinated with the Caribbean Renewable Energy Development Programme (CREDP) funded by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ).

► Final draft National Energy Policies are ready for adoption in Antigua and Barbuda, the Bahamas (Supported by the Inter-American Development Bank), Dominica, Grenada, and Saint Kitts and Nevis.

► Assisting the Nevis Island Administration in drafting the Power Purchase Agreement, which resulted in the first 1.1 MW wind farm on Nevis (July 2010), an 8 MW wind farm on St. Kitts, and a 32 MW geothermal power plant on Nevis.
